The movie was based upon a California Magazine Article written about the U.S. Navy’s Fighter’s Weapon School or TOP GUN in 1983. The name of the Program has since been changed to United States Navy Strike Fighter Tactics Instructor Program.
The Article was written about the first TOP GUN Class in 1983, directly following the last class in 1982 in which SVC International Governor, Admiral Frosty Meyers, and SVC President, Captain Phil Sutton were a part. Maverick was the latter’s call name or “handle”. No one from the Production Staff of the movie has ever admitted they borrowed the Maverick name for Tom Cruise’s character or Frosty for Val Kilmer’s “Ice Man” character, but the suspicion has always been there. The real Maverick does have a unique piloting style which the instructors attempted to correct but failed just like with the character in the movie.
Frosty Graduated first in their class and Phil was third in a class of 24. They were promoted to Lieutenant Junior Grade with Frosty receiving Special Accommodation for the Battle Plan he drew up, and Phil was unanimously being elected their Commander.
Upon their first meeting Frosty had little respect for the Naval ROTC Graduate because he is a Naval Academy Graduate, but after witnessing how Phil could fly, any reservations about his legitimacy quickly faded. They have been good friends ever since. Ditto for the movie Maverick and Ice Man in the sequel almost 40 years later…
SVC’s President chose Maverick as his call name to represent his home state of Montana. Ranchers use the term to designate unbranded cattle and is often used to describe individuals who are independent-minded. That describes him, all right!
The Paramount logo was originally designed after Ben Lomond Peak outside of Ogden, Utah, where SVC’s President was born. He used the movie clip as the backdrop for a rather intense introspection. SVC President's love for the United States and Montana has been unrequited and betrayed, and he felt led to discuss the inevitable consequences of such betrayals given the circumstances.
For the first 41 years of his life SVC’s President believed that Montana was the only place for him and the statement that “the world is full of bastards, the number increasing rapidly the further one gets from Missoula, Montana” was true. To his great disappointment and disdain, this quote from A RIVER RUNS THROUGH IT, now must read: The world is full of bastards, the number increasing rapidly the closer one gets to Missoula, Montana.” It didn’t have to be that way.
SVC President’s remains fond of and grateful towards the University of Montana he attended and the city in which it is domiciled. UM has transformed one of its greatest supporters and advocates into its one of its worst enemies. Almost 9,000 UM Graduates have now signed Petitions demanding UM’s closure. History is not devoid of this happening before, but not at this scale. No public institution has ever suffered such a steep fall from grace and survived!
Likewise, SVC’s President appreciates the Public Schools he attended in Bozeman and the true privilege of growing up in place like Bozeman. He honestly believes he could not have gone anywhere else in the world to receive a better education than his K-MBA education in Montana. He has citations to back that up!

SVC’s President listened to Actor Carroll O’Connor when taking a pair of summer courses in TV & Film Production. Carroll advised Phil that he’d better forget Montana and go after the Woman he loved just as Carroll had done with his Wife, Nancy. Phil followed his Mentor’s advice. Phil and Angelica were married less than two years later. They have always joked about which one of them is most grateful to Carroll!
SVC’s President started parlaying his new training into working as a Consultant for Montana PBS on their documentary concerning the 1972 Montana Constitution Convention, primarily based on Phil’s Truman/Watkins Scholarships papers on the same subject, and was hired by Robert Redford and his Sundance Institute to do Cinematographic Consulting for the Documentary concerning the movie A RIVER RUNS THROUGHT IT.
The team involved won the Oscar for cinematography, although Phil does not claim the award on his resume due to his belief that his contributions are relatively small. That said, Phil is an excellent choice for the role in that he went to college in Missoula and grew up fishing around Bozeman, especially in Gallatin Canyon where most of the fishing scenes were filmed.
Simultaneously, however, the vultures continued to circle in Missoula. A jacket from Lolo Hot Springs, a key location in the movie, signed by Actor Brad Pitt, was stolen in the University Center in Missoula. This would set a pattern for SVC’s President the world has witnessed for the past 22 years.
Every time SVC’s President would score a major accomplishment outside of Missoula, then Montana, then Colorado and now the United States, came a major reprisal from Osama bin Laden and organized terror.
The incidents in Missoula escalated from denying him a Homecoming Book Signing, to stealing from SVC’s President, to trying to make him into a thief, the lawbreaker, to wrongful incarceration and finally three attempts on his life by Missoula County Law Enforcement. Each time sending SVC’s President into deeper depression and concern about the simple question of why? The question still stands today!
To make the damage worse and unreconcilable, when the SVC Freola Commission began to unravel the mystery of the Missoula Scandal in 2009 and the specific Public Funds Embezzlement; Make Victims Units; and Illegal Drug Trafficking/ Sexual assault Scandals were uncovered, the new Obama Administration did nothing to significantly intervene and allowed at least 10,000 innocent victims to have their lives systematically ruined and 350 Women to be raped with impunity. Only one rapist was justifiably incarcerated and the only reason why that occurred is because he admitted to the crime!
Thinking back, the Trowbridge beating and SVC President’s survival is the critical juncture that Divine intervention is most evident and would eventually expose the massive conspiracy and cover-up in Missoula. If SVC’s President had not survived, al Qaeda’s involvement successful infiltration into the United States; the obvious complicity between the Obama Administration and UM President Royce Engstrom, Missoula Mayor John Engen, Fred Van Valkenburg and then-State Attorney General and eventual Governor Steve Bullock would probably never been known.
The past 165 months since has been a continual attempt to keep SVC’s President down and make 22 other attempts on his life; keeping the truth obscured; and whoever really is/has been behind American Organized Terror Opprobrium safely out of the headlines.
What is clear, SVC’s President was never supposed to be able to leave Missoula, much less Montana alive. The whole Bozeman fracas was a desperate attempt to pin SVC’s President in Montana. When Sutton Manor North was completely reconstructed and could be sold, the Suttons believed that they could finally leave the AOTO behind.
SVC’s President left Montana his way by following the Bozeman Trail out of the State. The papers were signed in Virginia City; recorded at the Gallatin County Courthouse; then they flew to Billings; and then south to Laramie where the famous trail began.
His Personage’s first experience in Colorado Springs was to see the “Kagy Korner car” passing him walking up North Nevada Avenue towards the University of Colorado Colorado Springs. He would be harassed in Kraemer Library in the same way he had been just two days before in Renne Library on the Montana State University Campus in Bozeman and eight years previously in Mansfield Library on the UM Campus in Missoula before he had been expelled. Nothing had changed, but his Personage was a thousand miles away from Missoula. The Suttons’ Dream of Peace had been shattered!
Can there be any question why UM and UCCS must be closed and all Public Libraries in all the three communities plus Belgrade will be closed? Seriously! Most of the 450 million Federal Felonies committed against SVC’s President were committed in public places such as these 19 libraries. The only thing saving MSU is its former President Waded Cruzado at least tried stemming the tide against SVC’s President on her campus. No such efforts were ever made in Missoula or Colorado Springs.
It is also why so many of the traitors/terrorists are Students or former Students at these universities and/or Public Officials & Employees who betrayed the Public Trust. The who’s who of the AOTO can easily be determined by where they have gone to college or where they have or are working. The vast majority of the three million known American traitors/terrorists fit one or more of these descriptions.
The number one question the International Tribunals and Partner Federal Court Partners have always been asking for the past 161 months is how this could have happened in the United States, what can be done about it and how to reform a country that once was the example to the rest of the world?
First, what has occurred must be acknowledged by all and those responsible brought to Justice. That’s basic. No explanation should be necessary. It will be done.
Second, the punishment administered towards the traitors/terrorists must not only impress upon them the cruel nature of maltreatment against their victims is not only inappropriate in Civilized Society but is severe enough that it deters anyone to ever emulate them. The Courts are quite satisfied what they have in mind for traitors/terrorists will do the job.
Third, the Law requires that victims of horrific events perpetrated upon them by others must be restored to their former condition prior to violations of civil and criminal laws against them. Justice has been delayed and therefore denied for decades for some victims. Restoring the victims to any semblance of normalcy has long since passed reasonable means.
The American People must realize that the injustice here is ultimately their responsibility. They elected Barack Obama, Donald Trump and Joe Biden President in the past five elections and their malfeasance in office is ultimately the cause of all these scandals and their continuance.
From an historic viewpoint, the United States and Presidents Obama, Trump and Biden will go down alongside Pol Pot in Cambodia; Josef Stalin in the Soviet Union; Adolf Hitler in Nazi Germany; and Omar Bashir in Sudan because of the AOTO’s affiliation with al Qaeda and Organized Terror and the atrocities they committed.
The International Community cannot and will not make a distinction between the current United States and some of the most murderous regimes of history. But unlike in Phnom Penh in the late 1970’s; in Moscow from 1922-53; in Berlin 1933-45; and Khartoum 1989-2019, Americans have always had and have the power to make changes that would have and can matter in Washington and will not. That’s the difference. That is what particularly angers the United Nations, The Hague and their Federal Court Partners. WHY?
The die has been cast and what must happen will, especially in what is now Colorado.
