SVC as an Organization and myself as an Individual won the United Nations Human Rights Prize
in recognition of outstanding to the promotion and protection of Human Rights enshrined in the
Universal Declaration of Human Rights, the Statutes of Rome, Responsibility to Protect Principle
and in other instruments of the United Nations relating to Human Rights and International Law.
I have been recognized by my Colleagues for being able to simplify the complex over the past 35
years. I have a knack for distilling multifaceted public policy; business and economic development;
and safety issues into actionable strategies. Most people add complexity; very few have the
seasoning required to provide simplicity. It is a refined intuition that allows me to preempt risks
that others wouldn't see until they become crises.
2005-2012, CHAIRMAN; MEMBER, BOARD OF DIRECTORS, U.S. INSTITUTE OF PEACE
One of 12 Directors for the U.S. Institute of Peace. Created in 1986 as an Independent U.S.
Government Agency to Develop Programs pursuing Scholarly Initiatives for Peace, primarily for
the U.S. Congress; the President. Built new facility which opened in 2011. Vice Chairman 2008-
09. Chairman 2009-12. I was termed limited by law.
2005 – 2009, U.S. AMBASSADOR PLENIPOTENIARY
Senior Foreign Policy Adviser to U.S. President George W. Bush. Participated in Several
Diplomatic Missions, including the 2005 & 2008 NATO; and 2005, 2006, 2007 & 2008 G-8 Summits.
2006-Present, MANAGING EDITOR, SVC-TV & SVC-TV INTERNATIONAL
Won 22 Peabody Awards wins (2005-2026) as Managing Editor SVC-TV and SVC-TV
International, which is #1 Internationally. Received initial education and training from renowned
actor and producer Carroll O’Connor.
Montana Public Television Produced a Documentary on Montana's 1972 Constitutional Convention in 2003 based on my Truman and Watkins Scholarship Papers on “A Comparable Study of Montana's Constitutional Conventions”, in which I acted as the Chief Consultant.
Served as Producer, Script Writer, and Consultant for “Deep Currents: Making ‘River Runs
Through It’ (2009), which won an Academy Award for Best Cinematography. SVC-TV filmed and
produced much of the footage utilized in the documentary.
The SVC e-Magazine (newsletter), SVC International Viewpoint; the televised SVC Public Policy
Forums; and Television and Published Documentaries have consistently moved the needle in
international affairs and will do the same in the United States when the SVC-TV Networks replace
CNN, HLN and Fox News.
2007-Present, CO-FOUNDER, AFRICA PROJECT
The Africa Project was created by former United Nations Special Envoy Angelina Jolie, former
British Prime Minister Tony Blair and myself when I was U.S. Under Secretary of State. Our initial
concerns were the massive humanitarian deficits on the continent in which there was little or no
Economic opportunity; no healthcare to speak of where AIDS and Ebola were running rampant;
and to deny organized terrorists a rich cache of recruits amongst some of the poorest people on
earth. These services have been greatly expanded over the past two decades and the Africa Project
is now chiefly operated by the indigenous populations.
2007-2009, 17th UNDER SECRETARY OF STATE FOR ECONOMIC, BUSINESS & AGRICULTURAL AFFAIRS (NOW: UNITED STATES UNDER SECRETARY for ECONOMIC AFFAIRS)
The Under Secretary leads the State Department’s efforts to develop and implement economic
growth, energy, agricultural, oceans, environmental, and science and technology policies to
promote economic prosperity and address global challenges in a transparent, rules-based, and
sustainable system. The bureaus and offices under my leadership advanced the Department’s
economic statecraft agenda, using America’s global leadership to strengthen America’s domestic
economy; elevate and intensify our efforts on energy security and environmental sustainability; and
foster innovation through robust science, entrepreneurship, and technology policies. Involved with
setting initial strategy to combat 2008 Financial Crisis.
2018-Present, PRESIDENT/CEO, SVC INTERNATIONAL TRAILBLAZER PROGRAM
The SVC International Trailblazer Program originated through my work with South African
President Nelson Mandela and the Africa Project. There are over 175 million SVC International
Trailblazers who have received specialized education and training in community and economic
development that drive innovation, transform their and other lives while earning Degrees and
Certifications in Education; Administration; Healthcare; Public Policy Analysis & Consultancy;
Architecture and Building; and Leadership Business Management.

Introduced my Living Security (Health, Disability, Life and all new Income) Insurance Product.
Successful in British Commonwealth Countries; France, Germany, Italy, Portugal and Spain. Plan
to introduce product in the United States when regulatory impediments are removed. Previously
led an agency unequaled in the Financial Services Industry in Mortgage Protection, Disability &
Senior (Final) Expense Coverage. Hired and Trained Recruits.

1979-82, Naval Reserve Officers Training Corps. Commissioned as Ensign 13 June 1982
1982-83, Active Duty; Fighter Weapons School Graduate (now officially called the United States
Navy Strike Fighter Tactics Instructor program, commonly known as “Top Gun.”), Ranked Third
in a Class of 24; Promoted to Lieutenant Junior Grade; Received First of Four Distinguished
Flying Crosses. Honorably Discharged, Medical Disability Due To Training Accident.
1990-91, Accepted invitation to return to Active Duty, First Persian Gulf War, Operation Desert
Shield & Desert Storm; Decorated, Silver Star, Bronze Star and 2 Distinguished Flying Crosses.
3,465 Sorties flown under my Command without losing a single Aviator or Fighter Jet.
1991, Naval Liaison to Persian Gulf Allies. Developed & Implemented Naval and Military Strategies
to ensure that Iraq could no longer threaten our Allies.
