“Betrayal of the Public Trust by National Leaders on down has become the primary menace to World Democratization. In the United States, a set of tracking polls by SVC started in 2007 found that seven in nine Americans (78%) now perceive corruption as widespread in the country's government. This figure is up from three in four in 2007 (74%) and 2009 (76%). The sentiment hits its peak in 2012 at 84%, the same year that SVC's President, Phil Sutton, was nearly beaten to death by Missoula, Montana, USA Police Officer, Kurt Trowbridge, and recorded his International Complaint when the Obama Administration failed to intervene.
American People must know what the International Community thinks of SVC's President. We know him as a Leader of epic proportions that we count on to champion Human Rights and Democracy throughout the world. He knows how to rebuild societies and make indigent souls into productive human beings with a future. SVC's President has quite literally done it over 100 million times in the poorest areas of the world. Why is he somehow denied his rights and privileges to help himself to a worthy existence in his home country?...
One has to wonder, then, why the American People cannot be persuaded that the American Organized Terrorism Opprobrium exists and they need to rise up and take their country back from organized terrorism! Answer: the mass and social media are in cahoots with the infiltrators.
For instance, it has now been incontrovertibly proven that the Obama Administration State Department negotiated with al Qaeda to commit the Benghazi raid 0n 9/11/2012 in order to deflect focus in the SIC and the American News Media threatened their International counterparts if they reported the true story. SVC 2025 ASIAN CONTINENT NATIONAL CHAIRS SUMMIT REPORT
AOTO REFORMS IN AMERICA
There are 10 specific areas where Reforms are required and will take place concerning the American Organized Terrorism Opprobrium:
1) SVC-TV and SVC-TV International will supplant CNN and Fox News so that the tyranny of biased news will end for all Americans. This transformation must be carried out by SVC International Peace & Democracy Day, 6 September 2025.
2) Banning of black listing and prejudice against Independent Authors and other Creative Artists. The Dream Weaver Trailblazing Publish Guild must be formally Created by SVC International Founders Day, 27 August 2025.
3) The Montana State Auditor’s Office and the Colorado State Department of Regulatory Agencies saw fit to disbar a man who practiced for 32 years and had no Consumer Complaints against him. The U.S. Federal Courts have Ruled that if SVC’s President cannot be licensed in Montana or Colorado no one can. Only recently has the full ramifications of these Rulings been contemplated.
Montanans will not have local insurance or securities offices to to visit because no insurance agents or securities brokers can be licensed in Montana. For Coloradans, no professional licenses and/or certifications can be allowed in what will be left of Colorado. This means Coloradoans cannot go to local doctor’s offices, hospitals, lawyer’s offices as well as financial services offices, banks and mortgage banking institutions, etc., because they cannot exist anymore in what will be left of Colorado.
Further, Colorado’s own laws forces the closure of its university system. One of the reason for Colorado’s partition into two States is to save all university units except University of Colorado, Colorado Springs and University of Colorado, Denver. These two universities have offended International and U.S. Federal Laws in a manner which cannot be forgiven in any way, shape or form.
When history looks back at this, it will remember Colorado’s Angela Seaberg’s character assassination letter and Montana’s Jeannie Keller’s nonsense concerning agent appointments. Neither of these women work at either State’s Insurance Department anymore and will have to explain to their fellow Coloradans and Montanans why they did what they did and why all this must be done. That should be a knee slapping good time.
The University if Montana will be closed because of the maltreatment its two-time Honor Graduate and the traitors/ terrorists raised money for their terrorist activities through the manufacturing of illicit drugs on campus.
In addition, over 5,700 UM Alumni have signed Petitions to the United Nations demanding closure.
4) America will be without Social Security Retirement, Disability & Medicare Benefits. The folks in the Colorado Social Security Administration Office will have the same responsibility as Seaberg, et al, in the Colorado DORA and Keller, et al, in the Montana State Auditor’s Office in explaining their actions. They intentionally wanted to professionally and personally harm, without cause, SVC’s President by not giving him his Social Security Retirement Benefits when the smoking gun letter of May 2020 already stated he has earned benefits. Indeed, SVC's President paid the maximum required for 23 years of his 51 years working and therefore eligible to receive approximately $4,000 monthly for a person born in 1959 and retires at age 66. The SSA has written SVC's President saying essentially he will never qualify for Social Security Benefits after contributing to the program for a half century! That's the outrage and why Social Security will be lost for everyone.
The hardship this will create for approximately 70 million Americans is repulsive. Look to SSA for explanations, especially after the smoking gun letter was distributed all over the internet and there was no good faith attempt to reconcile the problem by the SSA and Americans’ failure to rally to SVC President’s cause is what sticks in the International Community's craw. Evidently, Americans do not understand it could have happened to them - and now it will!
Social Security has been on the verge of collapse since the 1980’s. Increasing the FICA Tax and full retirement age has been the way the U.S. Congress has chosen to kick the can down the road, but all good things must come to an end.
Obviously, the current recipients will be hardest hit. SVC’s President was active in the Financial Services Industry for 32 years between 1985 through 2017. He always advised his Clients to plan on never seeing any Social Security benefits for their retirement and if they did so much the better.
It is ironic that the traitors/terrorists chose to go after SVC’s President in areas in which he is considered a Professional Expert. Perhaps, they saw it as the best way to disgrace and discredit SVC’s President. Now, the chickens have come home to roost.
The current plan was to allow Social Security, Disability and Medicare Benefits to be paid through June 2026, the month SVC’s President will reach full retirement age. Because the U.S. Government has defaulted on the first $2.1 trillion payment required by the International Judgment due 1 July 2025, the Programs could be cut off immediately.
Social Security is not the only Federal Retirement Program being denied SVC's President. He should be receiving Naval Retirement Benefits for Captain (O-6 grade) beginning at age 60 because most of his service was not active duty or he would have been receiving the benefits beginning at age 53. SVC's President should be receiving 57.5% of the average of his last 36 months in the service of $8,067.90 or $4,639.04 monthly. Altogether, he should be receiving not quite $107,300 annually for the past six years. He hasn't received a dime.
5) Speaking about income to relieve the destitution caused by the traitors/terrorists, SVC’s President and SVC’s Security Chief are now supposed to be paid a stipend $777 per diem beginning 21 July 2025 for living expenses and to pay for personal security as the AOTO is put down. Again, not a dime has been recovered and dispensed. Therefore, the process of executing Judgments against Colorado State, El Paso County and City of Colorado Springs Entities and Programs must commence to raise the funds. SVC requested alternative resources, but no recommendations were received!
In addition, because SVC President’s tax refund for the 2024 tax year has not been received and the State of Colorado states that it sent a paper check that SVC's President has not received physically, no doubt because the UPS store has withheld actual delivery because he has not been able to pay the rent and easily could have if he had the check in hand.
This kind of scenario has been witnessed dozens of times during the AOTO. It couldn't be a surprise to anyone that they actually planned it that way!
Bottom line, UPS will be sued and the State of Colorado is required to pay SVC's President his gubernatorial salary and expenses in forming the 51st State of Jefferson, so he will be placed on the regular payroll for Colorado and he can receive his refund that way!
6) Because Colorado Springs Police have chosen to seriously endanger the lives of SVC’s President and SVC’s Security Chief in violation of the Federal Restraining Orders originally dated 14 June 2012, all officers who have been involved in the gas lightings and conspiracies to murder SVC’s President from 16 November 2018 to the present are now two-time convicted Federal Felons (Federal Felony Contempt of Court) in accordance with the FRO, are no longer police officers, and must turn themselves in or be arrested.
It is critical to realize and understand two aspects here. First, from the beginning the traitors/terrorists have done everything to create the impression that SVC's President is a down and out derelict, disreputable person and worthy of their maltreatment of him. That attitude towards others which causes criminal activity towards the more unfortunate must be banished from American Society!
Second, all the recent gas lighting committed by Colorado Springs police is attempting to place SVC's President in a compromising position so they can justify killing him and claim it was suicide by police because he didn't have much to live for, wanted to die and hope to write it off that way with the public.
SVC's Security Chief is a former U.S. Marshal and he saw the signs last Labor Day and on 31 July that the COS Police were setting him up for death. He did not know on 7 September 2024 if he was going to be allowed to leave Garden Ranch Park or the East Library grounds last Thursday alive. That was the reason for the Prayer Requests.
That is the nature of American Law Enforcement today. Resisting arrest has become a death warrant. That is why the International Criminal Court has reopened over 14,000 cases of police killings since the Trowbridge beating on 5 April 2012. The ICC believes only one in six of those killings are in any way legitimate under the law. The terrorists/traitors are incredibly frustrated that SVC's President can prove everything the International Community has stated about them is true and everything they have stated about SVC's President is false. The traitors/terrorists have to know they have had it and they cannot bear admitting it to themselves let alone each other.
7) & 8) The implementation of Economic Democracy will set Economic Growth records no one can fathom now. Living Security will assure everyone’s Financial Security for the rest of their lives if implemented in the United States. Because of what has been allowed to transpire against their Inventor, SVC’s President, and the American People giving their tacit approval to the way SVC’s President has been maltreated as well as steep regulatory obstacles, these Programs may never see the light of day in the USA.
If there is ever a clear indication this is no longer true, then SVC will begin the roll-out of Economic Democracy and Living Security...
9) Reforms of United States, State and local governments. In all his Revival Series books, SVC's President has included Reforms for all Branches of the U.S. Government and based on the Montana Reform Commission findings, State and local government reform. All such reforms are mandated by the United Nations.
10) Demilitarization of America. Civilians will not be allowed to own military weapons unless they pass a safety course similar to Hunter’s Safety courses which are already in place and no one has complained that it violated their right to bear arms.
This requirement would also deter would-be mass shooters and reduce tragedies in American homes. It fits the Second Amendment perfectly and should have no problem passing Congress.
Police violence remains a vexing problem in United States and must be solved. There is no way that the killing of over 1,300 Citizens a year by Law Enforcement is in any way acceptable. The United Nations, domiciled in New York City, believes that there must be a much higher standard utilized to determine what excessive force means in America and criminal charges with no qualified immunity made so that prosecution can be successfully made once that limit is reached.
Further, when a police officer sets a price on someone’s head as a paid assassin and an University President, City Mayor and County Attorney raise the $50,000 160 months ago, nothing is done and the American People are not outraged, there is no question America has a very serious problem that must be addressed and will be!
Americans are kidding themselves if they think this is an isolated incident and it doesn’t matter if Kurt Trowbridge, Royce Engstrom, John Engen (who is now deceased) and Fred Van Valkenburg, respectively, are ever brought to Justice. It matters because individuals like this right now believe they have gotten away with it!
In addition, regular traffic cops will not be allowed to carry firearms. If there is a situation where armed force is needed to enforce the law and a dangerous situation exits, the traffic cops will call SWAT units who are especially trained to handle such situations. London was the largest city in the world for three centuries and the police there never carried side arms. Still don’t. So will it be in the United States!
SUMMARY OF THE HAGUE STATEMENT REGARDING AMERICAN ORGANIZED TERRORISM OPPROBRIUM, 1 AUGUST 2025
The United Nation’s NO TOLERANCE TERRORISM POLICY will be strictly enforced. Those who exhibit behavior consistent with the al Qaeda Script will be treated accordingly.
The Arrest Warrants for all 2,975,847 known traitors/terrorists have been/will be issued according to the prioritization set by the International Criminal Court.
All their assets will eventually compensate known Victims; pay the International Assessments, damages and costs. The surplus funds will be utilized to renovate SVC assets & build the SVC Benevolence Funds & Programs.
The partitioning of the State of Colorado as planned and the sequestering of what is left as well as sequestering of Missoula County, Montana, will be administered to hold them out as an example of never, ever again. They represent a modern-day Sodom and Gomorrah and will be treated as those ancient cities were by the Creator.
It has always surprised the International Community how facetiously Americans view the terrorism threat, primarily the American Organized Terrorism Opprobrium. By its very nature, organized terrorism is a destructive force with profoundly negative consequences for individuals, societies, and the global community. There are some good reasons why organized terrorism must be eliminated from the face of the earth:
1) Violates Human Rights and Dignity: Terrorism involves the intimidation or coercion of human beings and/or governments through the threat or perpetration of violence. The AOTO has resulted in death, serious injury, and the taking of hostages (wrongful incarceration is considered kidnapping under International and U.S. Federal Law).
OT disregards human dignity by treating individuals as expendable means to achieve political ends. This contradicts fundamental Human Rights to life, liberty, and security of person.
2) OT undermines Peace and Security. O.T. is a significant threat to International peace and security. It destabilizes governments, creates fear and uncertainty, and can lead to conflicts and violence.
OT can be broadly categorized as domestic and international, physically violent or Stochastic, based on the origin and direction of the terrorist activities. In addition, OT can be classified by its ideology, such as religious, political, or nationalist, or by the methods used, including defamation/discrediting their Victims; bombings, shootings, or cyberattacks.
3) OT can make serious negative impacts on Economic and Social Development: OT can severely damage a country's economy through the discouragement of foreign investment, disrupting trade, destroying infrastructure, and diverting resources towards security measures instead of productive sectors. It can also negatively affect social development, exacerbate inequality, and hinder progress.
4) OT does cause severe psychological trauma, Suffering and maladjustment. The impact of OT extends beyond the direct victims to include psychological trauma for survivors, families, and first responders, often resulting in long-term mental health issues such as post-traumatic stress disorder.
5) OT has no moral justification. This is the true outrage of the AOTO. The traitors/terrorists are completely amoral and have no moral justification to go after their Victims. Terrorism's human costs are severe, and there are almost always alternatives to resorting to terrorism, if there, in fact, are notable issues to be addressed.
Keys to the Final Kibosh of the AOTO will be discovering the “whys” of the scandals. Why did so many Americans get involved with the AOTO? What is their incentive? Why have they ignored the warnings about certain retribution? They had to know there would be consequences. Were they promised that they had nothing to worry about? If so, by whom?
In essence, terrorism undermines the very foundations of a peaceful and just society by targeting innocent individuals, disrupting social and economic life, and threatening global stability. Therefore, it is critical for the international community to work together to prevent and combat terrorism and address the root causes of violent extremism.
IMPORTANCE OF INTERNATIONAL COURT OF JUSTICE’S JUDGMENT AGAINST ISRAEL
The International Complaint was recorded by South Africa against Israel on 29 December 2023 concerning Israel’s conduct in the Gaza Strip during the Israel-Hamas war that resulted in a humanitarian crisis and mass killings.
In a Judgment issued by ICJ Ruling on 19 July 2024 denied all of Israel’s claim’s concerning sovereignty over territory in the West Bank and Jerusalem and that Israel is coming dangerously close to breaking International Law in several respects to the extent that international intervention is warranted.
The situation in Gaza is quite dire, especially for Children suffering from hunger and malnutrition. By restricting aid to the innocent Victims of the war, Israel is has committed and is committing genocide under International Law.
Genocide is generally defined by those who have the intent to destroy, in whole or in part, protected persons or groups, usually nationalistic, ethnic, racial, or religious groups, which have interests contrary to the perpetrators.
For the International Community to provide full protection under International Law, the groups must have national identity which the Palestinians do not have. This is why Canada, France and the United Kingdom among other nations have moved to formally recognize a Palestinian State as early as September.
The same United Nations Resolution that created Israel in November 1947 also created Palestine. It has been the consistent threat by the United States in support of Israel to veto the actual creation of Palestine in the UN Security Council. Now France says it matters not what anyone else does, the French will formally recognize Palestine.
Only nine countries voted against Palestine's bid for full UN Membership in the recent General Assembly vote. They were the United States, Israel, Argentina, Czech Republic, Hungary, Nauru, Palau, Papua New Guinea, and Tonga. This vote took place in the General Assembly after the UN Security Council failed to Recommend Palestine’s Membership (i.e., the USA Vetoed it). The resolution passed with 143 (74%) countries in favor, 9 against, 25 abstentions and 16 not present or voting.
While the entire SVC International Staff was in Pretoria, South Africa, on SVC’s Eighteenth World Democratization Conference, the South Africans stated that they Recorded their International Complaint against Israel not only to help the innocent Palestinians but to honor SVC’s President and his contributions to the development and implementation of International Law.
To the South Africans, it is quite obvious why Nelson Mandela and Phil Sutton worked so well together. Quite simply they were/are absolutely devoted to the proposition that all human beings have the right to have self-actualized lives where they fulfill their Divine Destinies. On that proposition they would not budge one iota no matter what! Nelson won his battle against oppression and bigotry in South Africa; it is just a matter of time Phil wins in the United States and around the world!

Over the past 72 hours, the Spirit of God has swept powerfully through history. The Publication of SVC's Article, THE AUDACITY OF JUSTICE, triggered a worldwide conversation about International Justice on the heels of the SVC Eighteenth World Democratization Conference.
In particular, the momentum towards Palestinian Statehood is overwhelming American efforts to stop it. Once again, the U.S. Government and National Leaders find themselves attempting to defend the indefensible, just as they have with the American Organized Terrorism Opprobrium. Israel, its government and National Leaders are committing Crimes Against Humanity and War Crimes at an alarming scale.
Traditionally, the United States and Israel have been viewed as protagonists during International Crises, but now they are viewed as the villains. Both Donald Trump and Benjamin Netanyahu are technically outlaws from International Justice, thus heightening the necessity that Trump put down the AOTO by 27 August 2025.
Former U.S. President Jimmy Carter and SVC President Phil Sutton are often regarded as the only two Americans who consistently have supported the Palestinians and the two-state solution in the face of their own government's opposition.
At the same time the United Nations Adopted SVC President's Responsibility To Protect Statutes, now Principle, in 2006, President Carter published his book, PALESTINE: PEACE NOT APARTHEID. Both Men warned of the hypocrisy of creating Israel after World War II and not allowing the Palestinian State to form as mandated by the same UN Resolution passed in 1947.
SVC's President went further saying that the United States dare not prove Osama bin Laden right. Bin Laden wrote in his letter to the American People explaining his motivation behind the 9/11 attacks and why the United States lost its security: "the day you made the Jews victorious in occupying our land and killing our brothers in Palestine... The blood pouring out of Palestine must be equally revenged. You must know that the Palestinians do not cry alone; their women are not widowed alone; their sons are not orphaned alone."
Suffice it to say, the current injustices done to innocent Palestinians in Gaza only validate the right of revenge claimed by bin Laden in his letter under the Qur'an and the Old Testament in the Holy Bible.
Osama bin Laden would be spinning in his grave if he had one. The man he named as his "Only Worthy Adversary" is spearheading the push for a Palestinian State while at the same time blazing the trail to secure Justice for himself and his fellow Victims of the AOTO in the United States after al Qaeda has successfully infiltrated America.
The key here is that SVC's President is not hypocritical when most all those around him in the United States are. In Hebrews 13:8 Paul wrote: "Jesus is the same yesterday, today and forever". So is SVC's President.
The Carter and Sutton Viewpoint Centers oversaw the Palestinian Elections in 2006. Hamas won a majority of the seats in the election. One of the provisions for Palestinians to finally gain Statehood is that Hamas, as a known terrorist group, must be permanently disbanded, consistent with SVC President's No Tolerance Terrorist Policy which was embraced by the UN when his International Complaint was adopted in 2014.
Adding to the intrigue, Rana Hussein, Saddam Hussein's Daughter contacted SVC's President 5 August 2025 to ostensibly do Consulting work. When the encryption process broke down, she disappeared. It is not known what the true nature of her contact is.
