On October 4, 1989, future SVC President, Phil Sutton, returned to Montana after 52 months of living in the Denver Metro Area in time for Montana’s Centennial as a State just as he and his late first Wife, Patti, intended. Just 30 years old, he had no idea what the next 36 years had in store for him and the world.
Learning the hard lessons of the ARCO shutdowns of Butte and Anaconda and the collapse of the oil shale boom in Colorado in the 1980’s, Phil dreamed of building a Political and Economic Dynasty in his home state. It was never to be, but his interest in successful Economic Development, Public and Foreign Policies steadily began to crystallize.
Now, 1,889 weeks later when the United States is preparing to commemorate its Semiquincentennial (250th Anniversary), the pieces to the puzzle to bring the world to a Peaceful conclusion are falling into place. The DreamWeaver Plexus already has the Annual World Democratization Conferences; Africa Project; Economic Democracy, Living Security and Trailblazer Education & Training Programs. Now, the SVC 21st Marshall Century Plan and the SVC Personal Development Coaching Programs must be put into place.
For the past 88 months the Creator encouraged Phil to assert his Authority. Just as Moses was bashful to assert his Authority and go and face the most powerful man in his world, his Brother, Pharoah Ramses II, and after the ten plagues chronicled in Exodus, managed to free the Hebrews from 430 years of bondage. Neither man asked for or wanted their Divinely-chosen Destiny. Moses answered the call, so has Phil. Now he needs help to complete the job!

As if any more emphasis had to be placed on the need, it has been reported that PPLD voluntarily closed its Rockrimmon branch and will close all branches on December 10 & 11, 2025 for major systems upgrades. PPLD also closed branches for a snowstorm on 3 December 2025. Colorado Springs, the city built to sustain a nuclear strike during the Cold War as the Command Center for the old NORAD Defense System cannot sustain a simple snowstorm now.
Further, national reports on the economy in the United States have focused upon the once mighty Colorado economy that SVC has contributed significantly and it is faltering now. The SVC International Board of Governors unanimously passed Resolutions concerning all 2.7+ million Judgments against and the arrests of all 3+ million Americans. Obviously, a record for the Board. This is the last time the Board will spend this kind of time on the AOTO. SVC is leaving all this behind!
What’s important to realize is that these consequences are not “maybe, kinda, sorta”, they are mandated to happen by the Courts. They have been defined and discussed countless times through Court Rulings and SVC Publications. However, in keeping with the forward-looking Leadership Model set by SVC’s President, there is nothing that can be done about the past, but everything that can be done about the future.
The three Resolutions SVC International Board of Governors took great pride to unanimously pass are those that pertain to the formal Creation and funding for SVC 21st Marshall Century Plan and the SVC Personal Development Coaching Programs and to establish the International Independence State of America.
The funding aspect directly corresponds to the funds deriving directly from the successful foreclosure of the Judgments and subsequent sales of assets. What might be most important of all is the creation of the International Independence State of America. There is no way to adequately express the freedom this would give SVC to pursue its great causes all over the world. To place the IISA on equal footing with the other 193 Nations recognized by the United Nations would mean SVC would be the government of IISA just as the Theocratic Elective Monarchy at Vatican City. The Vatican has already stated they look forward to the exchange of Ambassadors!
Further, IISA National Security would be established through resources from the Pentagon because of the International Judgment against the U.S. Government. SVC’s President and his fellow Victims own the U.S. Government lock, stock and barrel. SVC would be free to set the parameters of its own security; relieve endangered SVC Personnel and move them to save haven; and become a very interested bystander to the Final Kibosh of the AOTO, whether it be carried out by U.S. or U.N. Troops, and watch the United States deal with the crisis it most certainly created for itself.
Meanwhile, all this will be covered by the SVC-TV Networks after replacing CNN, HLN and Fox News. No more garbage on the airwaves that makes SVC and its President look like the villains and places that designation on the real McCoys!
